APOYO ECONÓMICO EN LA EMERGENCIA: CAPITANICH LANZÓ PLAN DE FINANCIAMIENTO E INCENTIVOS PARA EL SECTOR COMERCIAL
Dirigido a sectores fuertemente afectados por la pandemia en el Gran Resistencia, en julio el plan prevé aportes nacionales por $3.944.975.000 mediante el Ingreso Familiar de Emergencia (IFE) y el programa de Asistencia de Emergencia al Trabajo y la Producción (ATP), a los que se suman $258.440.000 en fondos provinciales mediante los programas de Asistencia No Reintegrable (ANR) y de Impulso comercial.
El gobernador Jorge Capitanich presentó esta mañana el plan de apoyo para Pymes del sector comercial. Las medidas alcanzan a comercios minoristas no exceptuados, gimnasios, bares y restaurantes, salones de juegos infantiles, hoteles y actividades culturales, con aportes nacionales y provinciales por más de 4.200 millones de pesos. “Son medidas complementarias y pueden ser insuficientes para reparar el deterioro de la actividad económica, pero es una muestra de un estado presente con capacidad de intervención en un contexto de emergencia”, aseguró el mandatario.
En julio, el plan prevé aportes nacionales por $3.944.975.000 mediante el Ingreso Familiar de Emergencia (IFE) y el programa de Asistencia de Emergencia al Trabajo y la Producción (ATP), a los que se suman $258.440.000 en fondos provinciales mediante los programas de Asistencia No Reintegrable (ANR) y de Impulso comercial.
Acompañado por el presidente de la Cámara de Comercio de Resistencia Martín Giménez y por el ministro de Industria Sebastián Lifton, el gobernador expresó: “Este es un esfuerzo que hacemos para preservar los comercios y ayudarlos en la recuperación. Entendemos que después de cuatro meses de cuarentena hay una gran disminución en la demanda. Por eso buscamos generar mecanismos de aportes y apalancamiento como estímulo de la reactivación económica y para incentivar el consumo”, aseguró el primer mandatario provincial.
Capitanich destacó el apoyo a la reactivación de comercios “que son fuente de generación de empleo. Agradecemos el esfuerzo que han hecho los comerciantes y productores para acompañar las medidas de gobierno”, remarcó.
La forma de acceder a los beneficios será a través de la web https://gobiernodigital.chaco.gob.ar/ en la cual se deberá completar un formulario muy simple. Todos los comercios registrados contarán además del subsidio con la posibilidad de vender a través Tienda Chaco, una nueva plataforma online de e-commerce que está en proceso de desarrollo y que contará con importantes descuentos subsidiados para favorecer la reactivación del consumo.
Apoyo para recuperar la actividad económica
Para comercios minoristas no exceptuados, se prevé un aporte compensatorio a la Pyme no reintegrable equivalente a $10.000 por cada trabajador registrado. La medida alcanza a todos los rubros no exceptuados del área metropolitana del Gran Resistencia, con una inversión de $43.000.000.
El ministro de Industria Sebastián Lifton expresó que la iniciativa se pone en marcha en al Gran Resistencia, “entendiendo que es uno de los sectores más afectados debido a la extensión de la situación de aislamiento”. En este sentido, explicó que se trata de un esquema de aportes no reintegrables, subsidio, para las pymes que no han sido exceptuadas del aislamiento como una forma de complementar lo que ya perciben del Programa de Asistencia de Emergencia al Trabajo y la Producción.
Los aportes se realizarán en una primera instancia mediante el programa Apoyamos todos, que prevé una campaña de descuentos de hasta el 30% en productos a través de la tarjeta Tuya del NBCH. Eso se suma a la campaña de descuentos que se realizará con el lanzamiento del programa Tienda Chaco y el programa Anticipa, que permite descuentos futuros.
Apoyamos todos, permitirá traccionar ventas por un estimado de $215.000.000 para reactivar la economía provincial. Además, se habilitará un registro mediante Gobierno Digital, y se promueve el desarrollo de convenios de adhesión individuales entre comercios y el NBCH.
“Esta, es una iniciativa para que quienes no pueden trabajar a puertas abiertas, puedan sostener los puestos de trabajo a través de un esquema de ayuda. Es un aporte complementario de la provincia al aporte ya recibido por Nación, y pretende lograr un apoyo directo de sostenimiento, entendiendo que se atraviesa una situación extremadamente compleja y difícil a raíz de la pandemia”, dijo el funcionario. El ministro estimó que la iniciativa alcanzaría a 911 pymes y alrededor de 4300 trabajadores.
Por último, Liftón aseguró que esto también se conjuga con el lanzamiento que se realizará de “Tiendas Chaco” que prevé un programa de descuentos y promociones que incentiven la comercialización y potencie las ventas de los comercios. Y que, además, contará con el apoyo de Tarjeta Tuya, quien será la que absorba parte de los descuentos. “Entendemos la necesidad de contar con recursos en este momento, es una situación financiera crítica. Queremos seguir trabajando en instrumentos y estrategias a medida que se salga del aislamiento para recuperar los niveles de venta en un entorno que no es favorable y afecta al mundo”, finalizó.
En cuanto a gimnasios, se prevé apoyo mediante contrataciones anticipadas a través del Instituto del Deporte Chaqueño, con una inversión de $5.100.000. Mientras que los salones de juegos infantiles recibirán fondos mediante el programa de Asistencia No Reintegrable (ANR) por un total de $2.400.000.
Los bares y restaurantes trabajarán mediante un sistema de adquisición anticipada de descuentos apoyado por el Instituto de Turismo, con una inversión de $5.940.000. Un esquema similar se utilzará con los hoteles, que permitirán compras anticipadas con una inversión de $13.500.000.
La actividad cultural también será fuertemente apuntalada mediante los programas Impulsar Cultura, con una inversión de $7.500.000 y las nuevas becas Sostener Cultura II, que permitirán apoyo a hacedores culturales por $9.000.000 en coordinación con el Ministerio de Cultura de la Nación.
Previamente, el esquema de ayuda financiera del gobierno entre mayo y junio estuvo compuesto por una combinación de programas nacionales y provinciales por un total de $10.646.960.000 La asistencia financiera incluyó los dos desembolsos del Ingreso Familiar de Emergencia, incluyendo a monotributistas de las categorías A y B, por $6.669.950.000.
Además, se implementaron créditos a tasa cero con una inversión de $611.000.000, junto a créditos del Nuevo Banco del Chaco a tasa bonificada por $2.326.000.000.
