CUARENTENA ADMINISTRADA INTELIGENTE: PERMISOS DE CIRCULACIÓN Y SISTEMA DE TURNOS ELECTRÓNICOS
A través de plataformas digitales, tanto quienes prestan servicios como quienes los requieran, deberán registrarse y seguir una serie de pasos para obtener los permisos y los turnos.
La cuarentena administrada inteligente anunciada por el gobierno provincial prevé un plan integral de regulación del aislamiento preventivo y obligatorio a partir de un modelo de información estadística, que clasificará y monitoreará la movilidad social. El plan comprende el otorgamiento de los permisos de circulación y turnos a fin de regular el tráfico y circulación de personas en toda la provincia, puestos limítrofes, accesos a ciudades y sectores focalizados locales.
Para la gestión de permisos y turnos en comercios, servicios y actividades se creará una base de datos, en base a formularios con carácter de declaración jurada, que se actualizará en tiempo real. El sistema de turnos fue creado para mediar entre quienes ofrecen un servicio (profesionales o bocas de cobro/pago) y quienes lo requieren (personas físicas). El permiso de circulación como el sistema de turnos electrónicos generarán un código QR que será leído por la Policía a fin de confirmar su legitimidad.
Tanto para acceder a permisos de circulación como a turnos se establece la obligatoriedad de contar con el test de autoevaluación de Covid-19 vigente que se reciben a través de los mensajes de textos en los celulares. Estas tres plataformas web conforman el esquema inteligente: permiso para circular, sistema electrónico de turnos y autoevaluación.
La declaración jurada de autoevaluación es un autodiagnóstico que se realiza a través de un formulario de consultas estándar, elaborado por especialistas del Ministerio de Salud de la provincia, que se envía por medio de mensajes de texto. Se basa en el compromiso ciudadano y busca garantizar que al momento de circular no se presenten síntomas potencialmente peligrosos para el contagio al resto de la sociedad.
Los permisos de circulación otorgados hasta la fecha deberán ser revalidados bajo este nuevo marco normativo. Este martes comenzó el período de difusión del nuevo esquema de administración inteligente y habilitaciones para circular en tanto será obligatorio a partir del 1 de junio. De esta manera la app CUIDAR lanzada por el gobierno nacional, no será necesaria en la provincia una vez en funcionamiento el nuevo esquema inteligente.
Pasos para acceder a los permisos y turnos
Para tramitar los permisos de circulación se debe ingresar a la página web permisoprovincial.chaco.gob.ar, registrarse en la plataforma y completar el formulario de solicitud incluyendo la actividad que se realiza y la dirección laboral. Luego de que un representante analice la solicitud, se notificará vía correo electrónico la aprobación del permiso y el interesado podrá descargar el comprobante en su celular para presentarlo en los controles que lo soliciten.
En el caso de la solicitud de turnos electrónicos para acceder a servicios de profesionales, comercios o puntos de pago (fuera de la zona permitida de circulación), las y los interesados deberán ingresar a turnos.chaco.gob.ar. Por un lado, las empresas deberán registrarse ingresando los datos de la empresa u organismo; un operador validará los datos y habilitará el CUIL del representante, y de esta manera podrá generar turnos según los parámetros otorgados.
En la misma plataforma, los ciudadanos y ciudadanas deberán registrarse, para luego seleccionar la opción “turnos” y buscar por rubro y localidad el nombre de la empresa, organismo o profesional. Luego, deberá seleccionar la opción “registrar turnos”, completar las opciones del turno seleccionando fecha y hora; confirmar e imprimir el comprobante. No obstante, para ello deben crearse una cuenta en la plataforma Tu Gobierno Digital (gobiernodigital.chaco.gob.ar). De esta manera se generan una identidad digital que contemple los datos e integre todas las herramientas a fin de no reiterar estos pasos para cada gestión.
Así cualquier ciudadano y ciudadana que tenga la necesidad de salir de su ámbito de residencia y circular eventualmente para tomar servicios habilitados y/o esenciales (que no disponga en su zona), podrá solicitar y disponer digitalmente del turno correspondiente. Este formulario estará relacionado con la previa DDJJ de Autoevaluación.
