DESARROLLO SUSTENTABLE: CHACO ES LA PRIMERA PROVINCIA DEL PAÍS EN SUMARSE AL PLAN FEDERAL “CASA COMÚN”
_Capitanich y Cabandié encabezaron el lanzamiento del programa que apunta a promover el desarrollo humano integral y sostenible mediante proyectos municipales e innovadores de producción, concientización y educación, para impulsar y fortalecer las políticas ambientales._
El gobernador Jorge Capitanich y la vicegobernadora Analía Rach Quiroga junto al ministro de Ambiente y Desarrollo Sostenible de la Nación, Juan Cabandié, participaron en el lanzamiento del Plan Federal “Casa Común” destinado a los municipios. El plan busca promover el desarrollo humano integral y sostenible mediante proyectos municipales con ideas innovadoras de producción, concientización y educación, para impulsar y fortalecer las políticas ambientales.
La secretaria de Desarrollo Territorial y Ambiente, Marta Soneira celebró este primer encuentro bilateral y que Chaco haya sido la primera provincia que se suma al Plan que busca “repensar la producción, las economías regionales y locales desde una perspectiva de sostenibilidad, la que implica producción, generación de ingresos, sociedad y ambiente” señaló la funcionaria.
En esta línea, Soneira destacó que es “un plan ambicioso que nos convoca y que tiene como significancia cuidar nuestra casa, nuestro ambiente para poder tener futuro” dijo y explicó que el mismo está destinado a municipios provinciales e incluye el financiamiento y cooperación técnica para el desarrollo de tres tipos de proyectos, entre ellos, aquellos que abarquen la agroecología y prácticas sostenibles; economía circular y reservas naturales y, viveros y áreas verdes.
Este Plan Federal “Casa Común” fue uno de los proyectos del Plan de Políticas Ambientales presentado semanas atrás por el presidente Alberto Fernández, que apunta a atender demandas de los sectores más postergados y vulnerables, generar puestos de trabajo y alentar nuevas formas de producción y consumo a partir del desarrollo de iniciativas socio-ambientales.
Además, brinda asistencia técnica y financiera a gobiernos locales y organizaciones comunitarias para la realización de proyectos ambientales con impacto social, con una perspectiva integradora de las dimensiones social, ambiental, económica y cultural. De esta forma, Chaco es la primera provincia en adherirse a este plan a nivel nacional.
Participaron junto al gobernador y la vicegobernadora, el presidente de la Cámara de Diputados, Hugo Sager; la secretaria de Desarrollo Territorial y Ambiente, Marta Soneira; el secretario de Municipios, Rodrigo Ocampo; la subsecretaria Interjurisdiccional e Interinstitucional, Florencia Gómez; la presidenta de la Comisión de Ambiente de la Cámara de Diputados, Teresa Cubells; la diputada provincial y Presidenta de la Comisión de Asuntos Municipales, Claudia Panzardi. la Coordinadora del Programa “Casa Común, Virginia Carranza; el responsable de Casa Común con Municipios, José María Losada; la subsecretaria de Ambiente y Biodiversidad, Paula Soneira e intendentes municipales.
Cabe señalar que “Casa Común” no tiene límites de montos por localidad, ni por proyecto ni por provincia y se dará prioridad a proyectos integradores de regiones ya sea, por eco regiones, consorcios regionales o esquemas de corredores ecológicos. De esta forma, se busca incentivar a propuestas y/o proyectos respondiendo a una estrategia de microrregiones acompañada desde la autoridad provincial.
*Chaco sostenible*
Soneira también destacó el compromiso y la iniciativa por parte de los intendentes locales para presentar proyectos, los cuales se pretenden estén en ejecución a partir de febrero de 2021. “Para nosotros es sumamente importante porque va en sintonía con una política ambiental que ha definido el gobernador Capitanich que pretende que hacia adelante tengamos como slogan ‘Chaco sostenible’. Creemos que es posible crecer, ser inclusivos, desarrollar, generar ingresos y dinamizar economías regionales y locales a través de procesos sostenibles” manifestó la titular de la cartera de Desarrollo Territorial y Ambiente.
*Economía circular: reciclaje para cuidar el ambiente*
La secretaria de Desarrollo Territorial y Ambiente adelantó que junto con la mayoría de los municipios se está trabajando en el tema de la economía circular, el tratamiento de residuos sólidos urbanos, residuos peligrosos, residuos de aparatos eléctricos y electrónicos (RAEE) y el tratamiento de reciclado de los mismos y también, se está trabajando también en lo que refiere al desarrollo sostenible y se refirió a acciones en El Sauzalito donde, en una zona de 20 hectáreas de agricultura bajo riego orgánico se producen y generan productos locales para consumidores locales y de zonas aledañas.
“Esto responde a las políticas del gobernador en relación a la producción y generación de productos sanos para la economía local y este Plan Federal puede pasar a financiar estos procesos” señaló Soneira.
Además, en el contexto de incendios que azotan a la provincia, Soneira planteó que se está trabajando en aumentar áreas verdes urbanas, plazas y también, continuar con la meta de arbolado urbano: “Pensamos y creemos que se pueden hacer a través de viveros municipales, como el que tiene Resistencia y otros municipios lo tiene que queremos jerarquizar” dijo Soneira.
*¿Qué proyectos pueden elaborarse?*
El plan “Casa Común” propone una serie de líneas de acción y propuestas para llevar adelante, las cuales se enmarcan en el compromiso de la Argentina con la Agenda 2030, orientadas a cumplir los Objetivos de Desarrollo Sustentable (ODS). En primer lugar, plantea la creación de centros de producción agroecológica y apoyo a las iniciativas existentes y en esta línea, proyecta la construcción y puesta en valor de infraestructura para Centros de Producción Agroecológica; el apoyo a las iniciativas locales de producción sostenible de alimentos, transición hacia producción agroecológica y fomento de cinturones verdes y se incluyen capacitaciones permanentes a los equipos técnicos para el desarrollo de los proyectos.
En segundo lugar, se impulsa el fortalecimiento económico y técnico a iniciativas municipales que promuevan la gestión eficiente de recursos; la asistencia técnica y/o financiera a las iniciativas locales que trabajen bajo el paradigma de la economía circular. Además, apunta a la implementación de centros municipales de transformación de residuos plásticos; creación de espacios públicos sostenibles para la sensibilización y educación ambiental.
En tercer lugar, se promueven proyectos que impulsen el fortalecimiento de emprendimientos que fomenten el desarrollo sostenible mediante el uso de nuevas tecnologías, el apoyo técnico y económico para la consolidación de emprendedores locales sostenibles; el fortalecimiento de la gestión ambiental de Pymes locales y la capacitación para el desarrollo de modelos de compras públicas sostenibles en municipios.
Por último, otra de las líneas propone el Plan es aquellos proyectos orientados a la creación, ampliación, mejoramiento y manejo de áreas para la preservación de la biodiversidad; el apoyo técnico y/o financiero para la integración de la naturaleza en el espacio urbano. También, a la creación y fortalecimiento de reservas naturales para la preservación de la biodiversidad; la construcción y puesta en valor de viveros, fomento del arbolado urbano y manejo sostenible de la poda.
*Requisitos*
Los municipios interesados en presentar sus proyectos al Plan Federal “Casa Común” como primer paso deberán exhibir una carta de adhesión y remitir a casacomun@ambiente.gob y la realización de un breve diagnóstico de la realidad del municipio y las necesidades que tiene. Luego, una vez recibido, el Ministerio de Ambiente se comunicará para indicar los pasos que prosiguen, entre ellos la presentación del proyecto y su selección. Posterior a esto, la Secretaría de Desarrollo Territorial y Ambiente evaluará la viabilidad del proyecto para su posterior aval, que formalizará con la aprobación del proyecto a través de la firma del convenio entre el gobierno provincial y/o municipal.
Una vez firmado el convenio, la cartera nacional otorgará apoyo técnico y/o económico que se requiera y durante la ejecución del mismo, se realizará el correspondiente monitoreo y seguimiento para que el proyecto se ejecute de la forma correspondiente.
