EMERGENCIA HÍDRICA: EL GOBIERNO DESTINA $16 MILLONES EN URGENCIAS PARA 11 MUNICIPIOS E INVERTIRÁ $80 MILLONES EN OBRAS
El gobernador se reunió en Hermoso Campo con intendentes y productores para coordinar los trabajos que aún restan por hacer. En paralelo, gestiona más fondos del Tesoro Nacional.
El Gobernador Jorge Capitanich encabezó en Hermoso Campo una reunión con intendentes, referentes municipales y productores de distintas localidades del sudoeste chaqueño que fueron afectadas por las inundaciones. Brindó detalles de la asistencia inmediata que recibirán los 11 municipios y coordinó obras en proceso y proyectadas, con distintas fuentes de financiamiento, en el marco de la emergencia hídrica.
“Son 16 millones de pesos de aporte del Tesoro Provincial, que se van a canalizar en el transcurso de la próxima semana, para garantizar ayuda inmediata y cooperación para los municipios que tienen que hacer un gran esfuerzo para atender situaciones en zonas urbanas y rurales”, afirmó Capitanich.
Además, ratificó el compromiso asumido oportunamente con consorcios camineros, de iniciar cuanto antes las obras estructurales en la zona. “Impulsamos múltiples intervenciones, en canales y defensas, y tenemos el compromiso de continuar la ejecución de obras que contemplan 18 canales por 82 millones de pesos”, aseguró el gobernador.
En paralelo, se encuentra gestionando fondos ante el Gobierno nacional, que fue el pedido que le hizo al Ministro del Interior, Eduardo De Pedro, el viernes 14 de febrero, y que se encuentra en tratativas para poder obtener ese aporte por parte del Tesoro Nacional.
Asimismo, repasó las tareas de intervención que se realizaron durante los últimos siete días en articulación con los ministerios y distintos organismos, como la Dirección de Vialidad Provincial (DVP) y la Administración Provincial del Agua (APA).
Luego de sobrevolar las zonas afectadas Capitanich explicó que se pudieron identificar que los mayores problemas y acumulación de agua se dan en los parajes rurales. “Tienen mucho nivel de afectación”, dijo, porque el drenaje de agua se ve afectado por diferencia de alturas: las zonas más altas drenan en zonas más bajas, mientras que las más bajas tienen mayor dificultad de evacuación.
“Muchas de las dificultades de drenaje también tienen que ver con imposibilidad fáctica de realización de obras porque las máquinas no pueden llegar. El problema central es que no se pueden trasladar máquinas excavadoras y retroexcavadoras”, amplió. En ese sentido, auguró no tener más lluvias copiosas, porque generaría “un desajuste estructural”.
En cuanto al aporte provincial, explicó que hasta el momento se contaron 11 camiones para la asistencia y también sistemas de defensa para áreas urbanas, y a su vez, drenajes de zonas urbanas a través de bombas.
Otro aspecto indispensable que fue abordado en el encuentro fue el fortalecimiento de la atención sanitaria. “Estamos trabajando en una red sanitaria dentro de esta zona para atender la problemática”, remarcó.
El intendente de Hermoso Campo, Diógenes Requena realizó un balance “muy positivo” de la reunión y aseguró que con la “situación controlada” seguirán avanzando en trabajos y gestiones en el post inundación, remarcando que “hoy la preocupación son los productores rurales, especialmente los más pequeños y medianos, que tienen poco ganado, y aves, los que tuvieron pérdidas y los que no, pero necesitan asistencia para alimentación y demás.”
Al respecto de la asistencia que proveerá el Gobierno Provincial, Requena destacó que los recursos, cuando lleguen, “van a ser ocupados de la mejor manera” y concluyó que “la mayor preocupación ahora es la reactivación del sistema productivo de la localidad, porque dependemos casi exclusivamente del campo y sabemos que las pérdidas son cuantiosas”.
Las tareas fueron coordinadas además con la intendenta de Charata, María Luisa Chomiak; de Chorotis, Marcelo Bodnarczuk; de Corzuela, Rafael Carrara; de Gancedo, Alberto Korovaichuk; de Pinedo, Franco Ciucci; de Santa Sylvina, Adelaida Maggio; y de Villa Ángela Adalberto Papp. También estuvieron el presidente del Concejo de Coronel Du Graty, Oscar Dalmasso, y el secretario de gobierno de Las Breñas, Dante Stach.
Reunión con productores
En la jornada el mandatario mantuvo además un encuentro con productores de la zona, fuertemente afectados por el agua caída. “Son 5,4 millones de hectáreas y estamos verificando afectación en casi 640 mil hectáreas, con distintos niveles de afectación. Así como decretamos la emergencia a 30 días que también se extiende a los servicios públicos, también tuvimos requerimientos de intervención en materia de electrificación rural. Muchos productores están fuertemente afectados”, precisó.
En cuanto a consorcios camineros, aseguró que el Gobierno dispondrá una ayuda “de carácter excepcional” para ejecutar las tareas que sean necesarias para la reparación de los caminos dañados y a su vez también mejorar sistema de cooperación para canales.
Bajos submeridionales
“La idea es promover las acciones en emergencia pero también trabajar lo estructural a través de esta coordinación con los 3 gobernadores de la región”, remarcó el gobernador, recordando el anuncio que hizo junto a sus pares de Santa Fe, Omar Perotti, y de Santiago del Estero, Gerardo Zamora, para la creación del Plan Director Hídrico y la reactivación del comité interjurisdiccional de Bajos Submeridionales.
“En virtud de ellos tendremos la próxima reunión en la primera semana de marzo, en Santa Fe”, adelantó, y detalló: “tendremos una orientación para obras menores que se sumarán a lo que haremos con financiamiento del Tesoro Nacional más el Plan Hídrico cuyos términos de referencia están para que sistémica e integralmente podamos tener financiamiento para obras estructurales”.
