EN EL MES DE LA NIÑEZ, CAPITANICH Y ARROYO ANUNCIARON OBRAS PARA CENTROS DE PRIMERA INFANCIA
El mandatario y el ministro de Desarrollo Social de la Nación anunciaron las obras de infraestructura que se realizarán en tres Centros de Integración en el interior de la provincia, por un total de 26 millones de pesos. “Estas obras son parte de un programa integral e integrado que implica inclusión y equidad social, lo que se puede llevar adelante solamente con un Estado presente, comprometido y sensible”, expresó Capitanich._
El gobernador Jorge Capitanich participó este miércoles junto al ministro de Desarrollo Social de la Nación Daniel Arroyo, del lanzamiento mediante videoconferencia de obras de infraestructura para tres centros de Integración de Primera Infancia en Nueva Pompeya, General Pinedo y Quitilipi. “Si somos capaces de tener pisos de inclusión vamos a garantizar la dignidad social y humana de cada persona, y esto empieza integrando a los que están a través de un Estado presente, comprometido y sobre todo sensible”, afirmó el gobernador.
Las obras, que iniciarán en las próximas semanas, se enmarcan en el Programa de Apoyo al Plan Nacional de Primera Infancia, con una inversión de 25 millones de pesos en total. Se ejecutarán obras de remodelación en los siguientes Espacios de Primera Infancia de la provincia de Chaco: CIFF N° 4 “Elena Tercich” de la localidad de Quitilipi (inversión: $ 8.879.526,71); CIFF Nº 29 “San Francisco de Asís” de la localidad de Misión Nueva Pompeya (Inversión: $8.576.376,38); y 3) CIFF Nº 28 “Héctor Oscar Piva” de la localidad de General Pinedo (Inversión: $ 8.123.909,62)
“Para nosotros, las obras de estas características son fuentes de inclusión social y toda inclusión propende la justicia social”, celebró el gobernador. En ese sentido, destacaron el trabajo de los efectores sociales de toda la provincia, que componen una red de aproximadamente 35 mil personas.
Arroyo por su parte, expresó que se viene trabajando con la provincia, de manera articulada, en distintas políticas públicas, las que catalogó de innovadoras y transformadoras, como son el acceso a la renta básica, generar mecanismos de inclusión e infraestructura, entre otros.
“Estos son convenios muy significativos porque, en primer lugar, fomentan la inclusión de niños y niñas, son 530 niños y niñas que van a estar en estos tres centros integradores achicando la brecha de la desigualdad que arranca en los primeros años, en la imposibilidad del acceso a los jardines maternales. Lo que hacemos hoy, es dar oportunidades y achicamos el nivel de desigualdad”, dijo.
La ministra de Desarrollo Social de la provincia, María Pía Chiacchio Cavana La ministra Chiacchio Cavana valoró la posibilidad de iniciar el “mes de las infancias” con anuncios de obras de esta naturaleza que aseguró, “van a permitir mejorar las condiciones en los que se da el desarrollo de más de 500 niños y niñas y sus familias”.
Participaron de los anuncios junto al gobernador y al ministro Arroyo, la vicegobernadora de la provincia, Analia Rach Quiroga; el secretario de Niñez, Adolescencia y Familia de la Nación Gabriel Lemer; el director General de Proyectos Especiales y Cooperación Internacional Adrián Radic; la ministra de Desarrollo Social de la provincia María Pía Chiacchio Cavana; la subsecretaria de Niñez, Adolescencia y Familia; Graciela Cavana; la directora de Fortalecimiento Familiar TNAF Andrea Mir; los intendentes Reinaldo Lovey (Quitilipi), Franco Ciucci (Pinedo) y Vicente González (Misión N. Pompeya); responsables institucionales de los Centros de Primera Infancia.
“Estamos en un capítulo en que la economía del cuidado es esencial y tenemos una enorme cantidad de trabajadores y trabajadoras no reconocidos, mal remunerados”, y agregó: “Esto requiere una jerarquización en términos de políticas públicas y de legislación laboral y social, porque son quienes cuidan a nuestros niños, jóvenes y adultos mayores”.
El mandatario provincial hizo hincapié en la agenda en materia social que lleva adelante la provincia, teniendo como ejes la seguridad y la soberanía alimentaria y enumeró medidas que ya se pusieron en marcha: “El primer capítulo lo transitamos a partir de la implementación de la tarjeta AlimentAR y la producción de alimentos, pero además trabajamos en la refinanciación de las deudas de las familias chaqueñas, a través del Banco del Chaco con plazos y generando mejores condiciones, y continuamos impulsando la economía popular desde distintas actividades para integrar la recuperación de la economía con la recuperación del trabajo”, remarcó.
Finalmente, aseguró que aún quedan distintos aspectos en los cuales reforzar las políticas públicas, como ser las personas en situación de calle, la prevención de la violencia de género, el voluntariado social y aseguró: “Si somos capaces de tener pisos de inclusión y estrategias para el desarrollo de empleo, vamos a garantizar la dignidad social y humana de cada persona, y esto empieza integrando a los que están excluidos y los que fueron olvidados”.
Más oportunidades y menos desigualdad
El ministro de Desarrollo Social de la Nación, Daniel Arroyo, destacó la generación de trabajo que representan las mejoras en infraestructura que se realizarán en los Centros de Quitilipi, Pinedo y Misión Nueva Pompeya. “Acá se ponen obras de infraestructura en marcha para que los niños y niñas y familias estén en mejores condiciones, para que puedan desarrollar el sistema de protección de derechos. Estamos construyendo una política social post pandemia, la salida es el trabajo; es decir oportunidades para los niños y niñas, y generar condiciones para reconstruir la movilidad social. Queremos que el próximo año el eje sea el trabajo”, aseguró.
A su vez, el secretario de Niñez Adolescencia y Familia de la Nación Gabriel Lerner valoró el trabajo coordinado entre Ministerio y la Subsecretaría, en las distintas líneas que impulsa la Secretaría como Primera infancia, línea 102, protección de derechos, entre otras. “Jerarquizamos en la agenda temas históricos de la infancia y los adultos mayores en cuanto a derechos y cuidados de los y las trabajadoras del área en sus funciones y vamos a redoblar nuestros esfuerzos para seguir mejorando”, finalizó.
Mejorar las condiciones de atención y contención a las familias
La ministra Chiacchio Cavana celebró el compromiso por parte del Ministerio de Desarrollo Social de la Nación para acompañar estas iniciativas y “reconocer la importancia de estos espacios para las infancias rurales y originarias”. “Estas obras implican el inicio de 46 proyectos más que la provincia elevó para avanzar en una reparación histórica para estas comunidades”, agregó.
La subsecretaria de Niñez Adolescencia y Familia, Graciela Cavana expresó que durante la videoconferencia se compartió cuál será el impacto de carácter psicosocial, “que repercute no sólo en términos económicos, sino como repercute en la vida de estos niñes y sus familias. No sólo se trata de una asignación presupuestaria importante, sino también y fundamentalmente de la conformación de redes intersectoriales, del fortalecimiento del sistema de protección, entre otros. Todas estas iniciativas redundan en el fortalecimiento del sistema de protección de niños, niñas y adolescentes en la provincia”, aseguró.
