INTENSA SESION: NO HUBO ACUERDO Y EL PAQUETE DE LEYES DE CAPITANICH SE TRATARÁ EN EXTRAORDINARIA
Diputados de la oposición y algunos del propio Frente Chaqueño consideraron que es necesario más tiempo para analizar los proyectos de ley y alcanzar consensos, por lo que decidieron convocar a una sesión extraordinaria.
Presidida por el flamante presidente del Poder Legislativo Hugo Sager, con quórum de 17 diputados en sus bancas, a la hora 17:07 inició la última sesión ordinaria de este periodo legislativo.
El objetivo de la misma era tratar el paquete de leyes que fue enviado por el gobernador Jorge Capitanich, consistente en la sanción de la Ley de Ministerios; la creación y convocatoria al Congreso Pedagógico Provincial; declarar al 2020 como Año del Congreso Pedagógico; y declarar el estado de emergencia económica, financiera, sanitaria, alimentaria y social en todo el territorio de la Provincia de Chaco.
El diputado Juan Manuel Pedrini, designado como titular del Bloque Justicialista, mocionó el ingreso y tratamiento sobre tablas del paquete. El legislador recordó que “este programa fue explicitado en la campaña electoral que fue acompañado por la mayoría de los chaqueños y ahora necesita un andamiaje legislativo para llevarlo a cabo”.
Luego de un prolongado cuarto intermedio en el que no se arribó al consenso necesario para el tratamiento sobre tablas de los proyectos, los bloques mayoritarios acordaron la convocatoria a una Sesión Extraordinaria para el día miércoles 18 a las 10 de la mañana, oportunidad en la que se abordarían dichas iniciativas, a las que se sumarán el Presupuesto General de la Provincia para el Ejercicio 2020; la Prórroga de la Emergencia Económica y Financiera –Ley2425 F-; y PL 3972 de Condonación de Deuda a Productores Agropecuarios.
LAS POSTURAS EN EL RECINTO
Desde el Interbloque de la Unión Cívica Radical el diputado Carim Peche, hizo hincapié en que “estamos hablando de proyectos que fueron presentados por el Poder Ejecutivo ayer a las 6 de la tarde, y otro hoy a las 11 de la mañana, razón por la cual, muchos legisladores que asumen hoy no tuvieron la posibilidad de leerlos y analizarlos como corresponde, estamos dispuestos a tratar estos temas pero no vamos a autorizar el ingreso, reserva y tratamiento hoy, pero si en una sesión extraordinaria el próximo miércoles”. Sus pares de bancada Alejandro Aradas y Livio Gutiérrez sumaron sus argumentos en respaldo de esta postura.
Aurelio Díaz, del Partido Obrero, coincidió y agregó “no es correcto, sería de una irresponsabilidad total de nuestro partido discutir un proyecto que lo leímos muy a las apuradas”.
En tanto, la diputada del Bloque Scalabrini Ortiz de FORJA, Gladis Cristaldo, manifestó “entiendo la necesidad de tener un análisis más profundo y es cierto que el Gobernador en su discurso en el momento de su juramento ante esta Cámara planteó la necesidad de arribar a consensos, pero acá se trata de iniciativas urgentes, e indispensables para el funcionamiento del Poder Ejecutivo, y aplicación de las políticas de este gobierno que fue electo por el voto popular”.
La legisladora del Frente Grande, Teresa Cubells, coincidió con Cristaldo y manifestó “es necesario el tratamiento de los proyectos presentados por el gobernador electo democráticamente por un porcentaje importante de la población que nos está pidiendo a través de su voto que trataremos los temas importantes, y estos son”.
Por su parte, la diputada Lidia Élida Cuesta, manifestó su desacuerdo con el tratamiento sobre tablas de las iniciativas y argumentó: “Nadie pone en duda los resultados de las elecciones pasadas” pero “si buscamos el consenso y la aprobación, tenemos que dialogar, no imponer”.
Juan José Bergia, del bloque NEPAR, respaldó el tratamiento de las iniciativas y sostuvo “quitarle la posibilidad a un gobierno electo por la voluntad popular de disponer de esas herramientas para poder arrancar no es lo más conveniente, podemos aprobar en general y luego discutir en particular, y dar respuestas, escuchar a todos los sectores para ver si hay o no pérdidas de derechos”.
El diputado del PRO, Luis El Halli Obeid coincidió en señalar que “nadie cuestiona la legitimidad de las elecciones, eso no está en juego, y plantearlo no le hace bien a la institucionalidad” y agregó que “se dijo que son temas importantes, necesarios” y, en ese sentido enfatizó la necesidad de “darnos una lectura responsable, no me parece disparatado pensar que podemos tomar estos días leerlos, no es poner palos en la rueda sino trabajar justamente para que al Gobernador le vaya bien”.

Previo al inicio del tratamiento de los ingresos y reservas, la diputada Gladis Cristaldo se dirigió al cuerpo y expresó: “en el día de ayer los trabajadores y trabajadoras del poder legislativo hemos perdido a Silvia Yapur, una compañera que ingresó en el 92’ a este Poder, y luego en la Municipalidad de Resistencia, trabajó en distintas áreas y en todas cosechó amigos y amigas, era una persona extraordinaria, humana, afectiva, colaboradora, solidaria, que siempre estaba por encima de cualquier tipo de pertenencias políticas, ideológicas”.
“Era hermana de nuestra prosecretaria Adela Yapur –agregó- que hoy no está presente, pero no quería dejar pasar este momento para recordar a Silvia, que fue un gran apoyo y sostén a pesar de los problemas que tuvo que afrontar y pérdidas, siempre tenía un gesto amable, sincero, cariñoso y amistoso para quienes nos acercábamos a ella”.
La diputada lamentó el fallecimiento de Silvia, y manifestó: “siempre nos duele cuando se va un trabajador de un modo tan inesperado, queremos expresar nuestra solidaridad con la familia, desear una resignación cristiana, y solicitar un minuto de silencio en su memoria” concluyó
