VIH, TUBERCOLOSIS Y HEPATITIS C: miles de pacientes quedarían sin medicación a fin de año
La provisión pública y gratuita de medicamentos para VIH, Tuberculosis y Hepatitis C a nivel nacional entró en zona de riesgo para lo que resta del año
Unas 15 mil personas están expuestas a no recibir los medicamentos que el Estado nacional debe garantizarles por ley.
A raíz de una consulta formal de la Fundación GEP (Grupo Efecto Positivo) ante las autoridades de la Dirección Nacional de SIDA y Enfermedades de Transmisión Sexual sobre las compras de antirretrovirales realizadas en el último año, éstas informaron que actualmente falta stock de 3 medicamentos, y adelantaron que para fin de año se agotará el stock de otros 15 medicamentos más para el tratamiento del VIH.
Efavirenz, darunavir/ritonavir, tenofovir/emtricitabina/efavirenz pueden parecer palabras de un trabalenguas, pero para las personas que en Argentina viven con VIH son los medicamentos que a diario actúan como el salvoconducto que les permite mantener a raya al virus, trabajar, estudiar, tener un proyecto de vida y cuidar a todos los que los rodean.
Según los datos reportados por el área que pertenece al devaluado ex ministerio de Salud de la Nación, existen faltantes de medicamentos que integran los esquemas antirretrovirales utilizados por las 86.338 personas con VIH que se encuentran en tratamiento antirretroviral en Argentina.
Las consecuencias del recorte
Las consecuencias del recorte presupuestario de $1.724 millones en 2019 para la Dirección Nacional de Sida están a la vista: el análisis de la información arrojó resultados que dan cuenta de la inexistencia de stock de efavirenz y de las combinaciones darunavir/ritonavir y tenofovir/emtricitabina/efavirenz desde el mes de junio de 2019.
“En estos cuatro años renunciaron tres directores de la dirección de nacional de Sida y ETS. Todos los años hubo faltantes en los tratamientos y reactivos. Todos han tenido dificultades en la realización de las compras. Desde 2015 en Fundación GEP presentamos el informe del Observatorio de Acceso y Compras Públicas. Allí señalamos irregularidades en la ejecución de los presupuestos. Es muy grave llegar a esta instancia, lo que deja en evidencia que no se trata de inoperancia ni errores administrativos”, resumió José María Di Bello, el presidente de la Fundación GEP.
“Si a esto le agregamos la falta de vacunas, de medicamentos para patologías como la tuberculosis, la degradación del ministerio de Salud a secretaría y el vaciamiento de los programas comunitarios de salud, estamos frente a un plan sistemático de desmantelamiento y vaciamiento de la salud pública”, denunció Di Bello.
“Estas maniobras sólo buscan imponer la CUS, la privatización encubierta de la salud a través de un sistema de aseguradoras. Este gobierno considera que la Salud es un gasto y no un derecho. Y sin medicamentos nos morimos”, sentenció el presidente de GEP.
Lorena Di Giano, directora ejecutiva de la misma institución, manifestó que “lamentablemente estamos comprobando que lo que se preveía cuando supimos del recorte que el gobierno hizo en el presupuesto de Salud para 2019. Las personas con VIH no están recibiendo sus medicamentos en los hospitales y centros de salud de las distintas jurisdicciones del país. El ajuste es inaceptable y viola los derechos fundamentales de los ciudadanos que necesitan de un Estado activo para asegurar sus necesidades. El accionar del gobierno es delictual y premeditado”.
Si bien existen sólo tres expedientes iniciados en mayo y junio de este año para la adquisición de las drogas, hubo falta de planificación y de previsibilidad por parte de la Dirección Nacional de Sida y ETS, sostiene un informe divulgado en las últimas horas por la Fundación GEP.
La preocupación reside en que los tiempos que llevan los procesos de compras y la distribución de medicamentos a nivel nacional, dejarán sin acceso a miles de personas que no pueden interrumpir sus terapias. Y la situación se irá agravando a medida que transcurran los meses.
La Fundación GEP viene recibiendo numerosas denuncias de faltantes de antirretrovirales de parte de los beneficiarios del sistema público de Salud que no los están recibiendo en los hospitales y centros de salud, obligando a los profesionales médicos a modificar compulsivamente la composición de los esquemas de tratamiento, con los problemas de adherencia que esa decisión conlleva.
La semana pasada y en declaraciones formuladas a la periodista Nora Bar en Radio Cultura, el médico y director científico de la Fundación Aids Healthcare, Miguel Pedrola, denunció que “lamentablemente tenemos información de que los medicamentos no están llegando en tiempo a las provincias, como en Jujuy y Mendoza, y en esas provincias tienen que comenzar a comprar medicamentos para asegurar los tratamientos de las personas”.
La provisión gratuita de los medicamentos para tratar el VIH es una responsabilidad del Estado nacional, establecida por ley. Los actuales funcionarios se excusan diciendo que “son problemas de logística, de compras tardías, pero creo que este es un punto importante que no debería estar pasando en la Argentina, porque en el tema específico del VIH Sida, la adherencia es sumamente importante y todo lo que le ponga barreras va a ir en contra de los objetivos que tenemos para poder llegar a la mayor cantidad de personas con un tratamiento efectivo”, aseguró Pedrola.
